[Loadstone] Converting Geoname .csv files

Please try the on-line POI Converter. Geonames makes it a habit to change 
the .csv format often. The on-line tools have the latest version. Let me 
know the result so I can update the off-line tools accordingly. Make sure 
the .csv file has no blank line on top.
