Are you sure you're not seeing the raw hdop or pdop values? These may be 
around the numbers you suggest but they don't represent accuracy in metres, 
they're a multiplier used to obtain an accuracy estimate. The sirf star ii 
chipset just isn't capable of accuracies in this range even with waas/egnos 
correction enabled. As far as I know the internal receivers don't support 
waas/egnos so you wouldn't be getting that correction.
As for the faster activation, do you have maps set to use agps? If so then 
the start time will be faster if you have a cellular data plan. You can set 
loadstone to use this as well, just select agps instead of gps from the list 
of available gps sources.
