[Loadstone] New version of the python tools

Hi all,

I've just released version 0.4 of my set of tools for loadstone, which 
include very fast and high-featured OSM converter and reprocessor for 
loadstone databases.

New features:
  * Reprocessor now includes ability to sort your loadstone database by 
list of specified fields. Useful when you cut say one city from the 
entire map of the country. Specify -s latitude -s longitude as an 
additional options to reprocessor and you'll get database, where points 
are ordered by coordinates, thus simplifying task of extracting only 
those points you need;
  * OSM converter is able to handle uncomplete maps. It will warn you 
about missing nodes and continue work. Previously uncomplete map caused 
converter to fail with error;
  * Added Polish translation by PrzemysЕ‚aw Rogalski.
