[Loadstone] locked and unlocked phones?

Unlocked is a phone sold without a SIMM card, or with a SIMM card not flashed by a service provider. The N95 works okay without the SIMM card in offline mode, so I suspect this is true of others.

  What is the difference between locked and unlocked phones? And will I need a sim card and have to subscribe to a phone company cell service just to use the phone as a notetaker and gps solution? If someone can fully explain this to me before I go get my phone that would be really helpful.
