[Loadstone] selecting points by "civic location"

Hello,

How is the "Civic Location" option on the Points Exchange supposed to work? 
Is the idea that one can select a city and state in the combo boxes?  I am 
using IE8, but can neither select items in the combo boxes nor type in them. 
Yes, I have tried using alt-down arrow.  I have tried using System Access 
and Window-eyes.  What am I missing?
